New Resource: Accessibility and PDFs

We just added a new resource on the intranet about PDFs and accessibility. PDFs generally do not meet accessibility requirements and are difficult to remediate. While it is recommend you choose a more accessible format whenever possible, they still can be appropriate in certain cases.  

This resource provides guidance about when to use PDFs, what to do with existing PDFs, linking to third-party PDFs, and several training resources.
